A spike in gun violence on Chicago's streets during the weekend prompted an impassioned news conference by Mayor Rahm Emanuel and Police Superintendent Eddie Johnson Monday morning.

Preliminary totals show at least 10 people were killed and another 53 people were wounded in shootings between 5 p.m. on Friday and midnight Sunday.

Rev. Jesse Jackson tweeted, "Nine dead, dozens shot, trauma centers overwhelmed. We need sensible gun control, a plan for urban reconstruction, futures, not funerals."

Chicago police said a total of 66 people were shot from 6 p.m. on Friday to midnight on Sunday and 12 of those victims have died.

At a press conference Monday morning with Mayor Rahm Emanuel, Chicago Police Superintendent Eddie Johnson said more needs to be done to hold repeat gun offenders accountable.

"It is the same people who are pulling the triggers in some of these communities. This isn't a widespread issue among citizens of the city. This is a small subset of individuals who think they can play by their own rules because they continue to get a slap on the wrist when we arrest them," Johnson said.

Police say they know some of the shootings have been random and some targeted and related to gang conflicts.

Not let them grow up in Chicago. I've seen countless interviews in which it's apparent parents are just resigned to their kids becoming gang members. If Chicago is an incubator for gangs and you feel like it's inevitable your kid will join a gang if you remain in Chicago, then get the fuck out of there. Maybe more money should be directed at helping people leave and establish lives in more stable environments than on supporting them staying in a dysfunctional city.

I'm reminded of something I heard on YouTube where Jordan Peterson was talking about a study that was conducted in the 1930s, where there was a group of "inner city" children in various cities who were at high risk to eventually wind up in jail. What they did, was take some of the underprivileged disadvantaged yutes, and take them to a summer camp for a few weeks. There was a control group that didn't get to go to summer camp. Then they did a follow-up over the years. What they found, which the head of the study had to repeat the study to make sure it wasn't an error, was that instead of improving things for the children that went to summer camp, it made them worse, and they had worse outcomes than the control group. Now, why do you suppose that is?

It's starting to bleed out of the city, too. My hometown is about two hours south west, and about a decade ago we started building a shit load of Section 8 apartment complexes to keep up with the demand of Dindus fleeing Chicago, which in turn only prompted more Dindus to infest our streets.

Long story short, the crime rate has rocketed, especially in the last couple years. I think we had four murders in July, which was an unprecedented rate for us, and pretty crazy for a town of 80,000. All gang related, of course. Every day there is a story about cops responding to shots fired. It's really sad.

My city is growing insanely fast right now, and lots of new residents have moved in. It's not even in Illinois, but for some reason LOTS of people from Chicago have moved here in the last five years, and over that period of time violent crime has risen steadily. In 2016 we had thousands of people move here from Chicago, more new residents than from the rest of the country combined. The following year, we had the highest number of murders in the city's history.

It's like Chicagoans have become AIDS personified.

I saw one of those prison documentaries that Ling Pong Lisa does on MSNBC. There was a negro gentleman incarcerated in a hellhole of an prison in Indiana which was exactly where he belonged. He talked about how his moms(single mother... shocker) had taken him, and his 3 brothers out of Chicago, and moved in with their Auntie who lived in a nice town in Indiana. The inmate fellow explained how his moms did this in order to get her good boys away from that bad crowd they were running with in the Chicago inner city.

The gentleman went on to explain how he and his brothers promptly formed their own gang, recruited every aspiring thug they could find, and went about terrorizing the formerly-peaceful town, and flooding it with drugs that they got from their gang contacts back in Chicago. The inmate joked "Within two years, we ran that town, we ran it straight into the ground."

Moms wanted a better life for her 4 little thuglings, what she brought was a malignant cancer to an unsuspecting town.

1. someone in IN sells a gun private party. this is legal between residents of the same state, typically, although some states do vary.
2. someone in IN sells a gun private party to someone without verifying their residency (unknowingly selling to a nonresident). this is illegal through ignorance (making the sale and not protecting yourself from the law is your own fault and ignorance is not an excuse).
3. someone in IN sells a gun private party knowingly to someone from IL. this is illegal flat out.
4. someone in IN sells a gun private party to someone else in IN. this is legal. the buyer then ferries the gun into IL and sells it to someone there. that is illegal as they are not residents of the same state.

one of the few corner cases where this can be true is in a state like NY or CA that have requirements on transportation, bans on specific features, bans on specific firearms, requirements for permits, fees, licenses, approved applications, or require submission to a separate in-state process for importation of arms. while i'm not an expert on IL's gun laws, the mere fact that gun A is legal in IL and gun B isn't has no bearing on the actual transaction being legal to begin with - it wouldn't be for multiple reasons.

My little suburb has a very small townhome area of Section 8 that's decent enough and then another part of the city (old part of town) that is extremely cheap housing where old people and Messicans move to; the cheap housing is where the majority of crime takes place in my city.

Subdivions, at least here, are allowed to vote/petition to change their HOA status. Buy enough of the townhomes, convince enough of the old people and young newlyweds that a HOA will help them, and voila! One subsection of the city down, only a few more left!

It really says something when its "too much" work to prosecute someone for incorrectly filling out forms they give you a copy of with their name and information on them....
