If Scarlett had any sense, she'd have made sure that those lazy Milwaukee cops would have expanded an APB to each option that's almost equidistant via that Uber that she claimed he could allegedly afford, and she'd have called each directly too:

why do people talk about "pressing charges" in the USA anyway? A citizen doesn't have the ability to bring a criminal charge in our legal system. Only the district attorney can decide whether or not to prosecute a case, and they can do it against your consent or without you at all if you're a victim.

When people say that they mean bringing whatever evidence they have in their favor of a desired charge to law enforcement. So, sure, they can't actually file a charge in the judicial system, but they could alternatively not bring the information and therefore no charges.


"Attempt to get you charged" might be more definitionally accurate but no one is saying that.

Because it varies state by state. There is no case for some cases unless the victim is willing to testify, so the cops ask if they “want to press charges” meaning you agree to cooperate with the prosecution. In the end it is up to the DA but if the cops can’t even give the DA cooperating victim then it’s pointless.

It becomes a thing years ago when domestic violence cases required the victim to pursue charges. Many states ended this because DV was so fucked up and ppl who got the shit beat out of them by their drug addict baby daddy made up two days later and then refused to testify. So many states changed course and no longer require the DV victim to pursue charges or testify in cases the cops have evidence of the crime. But the lack of a cooperative victim in these cases makes it more difficult for the DA vs a victim willing to testify.

My guess is there is something she has encrypted on there that he wants for himself. Possibly they have a sextape on it which she won't give to him without signing some papers to ensure whatever proceeds come of it are split according to her whims. If she simply had something he didn't want her to have he would have destroyed the thing.

I can't image a situation where Scarlett could figure out how to encrypt anything.
