In the short term, probably to get a preference agreement signed by the next-in-line Venezuelan leader for kicking out China, no more oil for Cuba, favorable deals for Venezuelan oil, plus any sort of additional fig leafs in terms of dealing with narcotics.

No it should be Cuba. We conquered Cuba from the Spanish, the actual Spanish, in 1898. Cuba was set up as a puppet government, mostly for Americans to vacation too. I have in my possession a book from the 1920's that describes a visit to old Cuba. It was a paradise and Americans visiting had a massive impact on the local economy.
