TL;DR he cut a deal with Congressional Democrats that gave amnesty to illegals that were already here, in exchange for strict border control and tougher action against any new immigration. The amnesty happened, but the border security conveniently never materialized, or was undercut by later bills.
If he had bullied the Dems and done border security unilaterally, we might not have had a 40 year slow motion disaster on the border. The GOP used to point out the Dems lied and broke their end of the bargain, before the open borders crowd gained power in the 2000s and turned it into a perpetual wedge issue they never planned to solve.
