Rural counties tend to report first because they're run by honest people. Vote counting is embarrassingly parallel and is done at the precinct level, it doesn't matter if your county has a million people in it or a thousand, counting is done at the same rate. Larger counties just have more precincts, but again, each precinct counts its votes independently and in parallel.
