You're confusing two things.

Back in the 60s there was a legit geopolitical need for S/IRBMs in Turkey. ICBMs weren't what they are today, and the ability have a 15 minute flight time to moscow (or more strategically, to the Russian primary ICBM silo cluster) for a first-strike decapitation option. Countering Russia playing fuck-fuck game with the USSR basing missiles in range of Paris & London was why Jupiters were deployed to Turkey. Putting Russian missiles in Cuban was counter to that. The Jupiters were removed because of the Cuban Missile Crisis descalation. That's correct.

But rebasing nuclear missiles or some equivalent ("Oh oh Ivan we said no more SRBMs but Cruise Missiles are not ballistic; get wrecked bish") was never revisited due in large part because of concerns about Ivan being twitchy (see: CMC), even after the (fake, gay) USSR collapsed and nothing would have stopped the US from basing whatever they wanted there.
Winning with a nuclear first strike became secondary to ensuring there never was a first strike. There was also a lack of need; by the mid 70s US ICBM technology, as well as the ability for US SSBNs to launch submerged, meant there was no real need to have any sort of rapid strike option statically based on Russia's border.
