I'd want an IRL Truman Show where the main character is Pat. But sadly I suspect he may not be as funny 24/7 as he seems. I assume he thought he could Technicality Tomlinson his way out of having to get a permit. He wasn't building a deck. He was adding some slats and handrails! The guy he spoke to said it was okay!
I am not familiar with Wisconsin or Milwaukee, but I know in my area adding a deck to a roof would require a construction permit rather than just a site visit permit. That takes extra steps like a pre-application site visit, structural review, etc. I don't think it was about the money for the permit, it was about the permitting process and the inspection. Did Rick even understand that the overhang might not pass based on how it was constructed and the condition of the wood? Was he motivated based solely on his compulsive need to defy authority? I'm not sure what goes on in the mind of a half-man half-pig hybrid. I do know that the city are enemies who helped the stalker children SWAT him and are beneath him. His win in court tells him that much. They shouldn't have anything to say or do with his life unless he allows it.
I hate having the government stick its nose in my business, but Fat is their justification for needing to do so. He operates half the hovel as business open to the public through airbnb. It's somehow acceptable to him to alter the structure of the building using nothing but his 1.7gpa, zero construction experience, and a trip to Home Depot. Because since his ludicrous settlement, he thinks the City of Milwaukee now work for him. It’s all there in the emails. He thinks that - no matter which department he’s dealing with - he can just refer to the recent settlement and they must kneel and kiss the ring. He’s raging that they didn’t immediately do so, because he allegedly ‘spoke to a guy’ who said he didn’t need a permit probably for the hypothetical job he mentioned to him… maybe.
