Oh simple; it usually involves being born to rich people who they can rely on for nepotism. And I don't just mean giving the kid a job or money for a business, I mean giving the kid contacts and/or business acumen that normal guy who's working a 9-5 wouldn't see.
Also, selling product to retards who can't tell the true value of it. There will always be things where you can't predict all the consequences of the product, but retards like Trump or Elon will always make their money by selling to other retards who can't even tell the value of the product.

When you actually look at what a nazi salute looks like. It's obviously different. The entire motion is different. He obviously intentionally put his arm on his heart and did the outward motion consciously. Instead of trying to do an actual nazi salute how they were actually done. The only thing similar is the outstretched arm.
I mean, on a site where at least a few people unironically do nazi larping I would think more people would at least know it's not how you do one.
I don't disagree with the other things you mentioned in your post. He absolutely ran with his own agenda, and that was why he involved himself in the Trump Presidency. But the nazi salute stuff sounds a lot to me like a backwards rationalization to try to make it fit into this. I really don't think it made a difference in what he would or wouldn't have been able to get away with even if he was trying to pull some crazy 5d chess mass psyop (which is literally what you described basically) to distract people. He could have just... done it. like he did. The people that already hated him were going to find something to freak out about.
The salute was just something I found particularly insane to use as an example of why I hate both sides. Really I just feel more vindicated in that than ever these days. The dems are still as unreasonable and shitty as every, the republicans are shabbos goys, and the ones that aren't are wierdo white supremacists that are obsessed with genetics and other wierd shit. At this point I can't stand hearing anythign from people that still go with the same old shit. Where no matter what their side is good, and the other one is bad.
Thankfully more than ever I'm seeing people that look at it like I do. I don't agree with everything some of them say. (like people that are literal communists, but they don't stick to the right vs. left world view). I think part of it is when you hate both parties, and you can agree with some parts of either. It immunizes you a bit to some of the propoganda politics brained people fall into. A lot of the propoganda I see is literally just rage bait to make people think the other half of the country literally want them dead. Or that what they want is going to ruin everything, and be the end of the country. If you already think both sides suck, you really aren't able to believe people trying to sell those ideas. Obviously that won't stop you from falling for other propoganda, it just keeps the republican vs democrat propogda from working. In America that's kind of huge though, it's probably half of the propogranda I see.

Nothing annoys me more than people who refuse to plan or enact policy initiatives because they believe in the imminent return of Jesus. I hear this shit non fucking stop from evangelicals that Jesus is right around the corner, everything will be fixed, etc. It is explicitly mentioned multiple times that no one, not even the son, knows when the end of the world will occur, only the father knows that information.
These people have a deep fear of death who are hoping and coping that the second coming will occur before they die so they can avoid death. Their refusal to do anything because "its gonna happen during my life!!!" Is what's causing the world to slowly fall apart to corruption.
I much prefer how the Catholic Church talks about this. Pray, make the world better, and it'll happen when it happens.
