This seems like the most likely explanation to me. You get an Ex-Glowie guy who has been all over the world, I'm sure that you pick up a lot of useful "friends" while doing that. Plus, with the amount of money he has, I'm sure his reputation and that of his daughter is worth attempting to bring a site down. I'm not sure if he still has connections with the military, but having a psychotic daughter might put his clearance in danger if he does have some.

They attacked KF to impress her, much like John Hinckley Jr shot Ronald Reagan to impress Jodi Foster.
It's the only logical answer.
 
I say no only because I'd hope they be better at it if they actually wanted to take the site down. But perhaps that's me being optimistic at the competency of a branch of the government; expecting them to be able to outwit a solo turbo nerd, Dear Leader, who has to operate a mid-sized webserver from the opposite side of the planet.
 
I would assume it's just the typical tranny communists who've hated KF for years. The site got a lot of attention as Chris-Chan trended on Twitter and everyone was googling who he is, and literally every wiki article etc. references Kiwi Farms as the website created to follow his antics. The people who hate KF hate that it's relevant.

CIA dad trying to silence the internet seems like a far-fetched power fantasy to reframe your shitposting as fighting for freedom of speech or whatever, but seeing as how /pol/ assumes they're being attacked by the Mossad every time the site encounters a hiccup it's not exactly a new phenomenon.

The only way I could see it being the CIA is if Bella is some sort of research project "participant" that they fucked up. However it's just tinfoil hat spergery in the absence of evidence. If it is the case it's 30-50 years minimum before records get released to confirm it, if they would ever be released. I think her incandescent glow is a bit too bright for that to be the case.

I would imagine there's significant value to the CIA in having places like KF operational. The International Clique and being able to monitor a less-moderated forum alone would justify letting staying out of it. Strange and dramatic happenings/people are openings for them to potentially exploit. If personnel fuck up majorly it might make them a person of interest here. They've expended more resources on less fruitful things time and again.

I would think GlowDad could be called in once shit got superserious, but that certainly doesn't exclude her using somebody she knows through dad or one of dad's toys, but I can't see her getting dad in the loop until it was clear her shit was caught
