The only reason he is upset about it is that his "action figures" were such a large part of his childhood. So he has some vendetta towards the people "preventing" him from getting one. Remember everything in life has to be about him or it's not worth it. Also, he does the stupid kiddy voice when he is really worked up. Phil is a kid who has never grown up, and this rant proves it.
