Yes, to the nonbeliever, the Bible will not make sense and they'll try to understand in a worldly manner. However, Christians have the Holy Spirit, and it guides them to understanding the Word of God. Christ never intended to have Christianity become an institution for bigwigs in robes to tell the masses what they think the Bible means, the veil in the temple was torn to reject the idea that only priests can talk to God and understand him, or that we need a medium between us and God.
