I am not a lawyer (but I anal lmao) but I'm pretty sure jury nullification can't be used to tack on charges that were never brought. It's about not prosecuting the charges as pressed.

I can't remember where but I read/heard that the guidelines say 15 minutes was the max time, rather than there being an advisable time.

He's innocent of the charges brought . Second and Third Degree Murder right off the bat, and second degree manslaughter, well he was using a hold that he was trained to use and used it for less than the maximum time the guidelines allow. I think they can argue that he reasonably thought that what he was doing wasn't likely to result in death.

Is he guilty of other stuff. Probably. They decided not to charge him with milquetoast reckless endangerment or professional blah blah.

It seems that "justice" is still a thing in certain circumstances, look at all of the cases that pop up of fathers killing their child's molesters and getting off with no charges in places like Texas. In every case like that I've seen all parties involved are white but when a minority is involved (always the molester of course) "the law" becomes involved. If there is an "agenda", it's not working.
