That’s not what trans people are confused about. It’s actually quite common for them to assert that wearing dresses has nowt to do with gender. They also do the same with pronouns, hance the idea that "pronouns do not equal gender" being repeated like a mantra.
They want gender to mean nothing and therefore everything.
While they do believe that skirts are not inherently gendered, they also want you to agree that any person who considers their choices of clothing to be feminine, is automatically correct in that assertion - even when their opinions about what is and is not feminine contradict someone else's. Other people don't matter - everyone gets to be right about what their own clothes mean.
Hence, to trans activists, a woman is super-feminine is she considers her dress, her boobs, her handbag, her name, and her penis to be feminine features. At the exact same time, a man is super-masculine if he considers his dress, his boobs, his handbag, his name and his penis to be masculine features.
Everyone is a god of their own little postmodernist bubble in which everything they say or do is valid.
