Islamic law allowed marriage of girls from age 9 in some schools so it's not surprising. All of Islamic Africa is full of sex offenders, though most countries have nowadays imposed reasonable age of consent laws. Algeria is 16, though there are still a few vile outliers like Sudan which allow marriage at puberty. Algerian General's attitudes are pretty similar to the immigrants who commit sex offences in Europe.

The idea that being a child molester is politically liberal doesn't make any sense since age of consent laws being raised was a product of the western enlightenment, and sex crimes are most common in very poor religious areas in Asia and Africa.
