Berkeley moves toward removing police from traffic stops - There's no way this could turn out badly

The city of Berkeley, California, moved forward Wednesday with a proposal to eliminate police from conducting traffic stops and instead use unarmed civilian city workers as part of a broad overhaul of law enforcement. The City Council also set a goal of cutting the police budget by 50%.

The council approved the plan during a nine-hour virtual meeting that ended at 3 a.m., the East Bay Times reported.

The vote calls on the city manager to convene a “community engagement process” to pursue the creation of a separate department to handle transportation projects as well as enforcement of parking and traffic.

“For far too long public safety has been equated with more police,” said Mayor Jesse Arreguin.

It's believed the plan to separate traffic from law enforcement is the first of its kind in the U.S. and it comes as many cities attempt broad public safety reforms following the death of George Floyd while in Minneapolis police custody in May.

The reform plan also seeks to remove armed officers from homeless services and mental health and crisis management, the East Bay Times said. It also establishes a community safety coalition and steering committee, and initiates an analysis of police calls and responses. Details are to be determined by the city manager and auditor.

Numerous studies have shown Black motorists are much more likely to be stopped by police than whites for minor traffic infractions and the results sometimes can be deadly.

Philando Castile, for example, was fatally shot after the 32-year-old was stopped for a broken tail light during a traffic stop in 2016 in Minnesota. Sandra Bland, 28, died in a jail cell three days after being stopped for failing to signal when changing lanes in Texas in 2015.


The Berkeley Police Department said Monday it does not comment on council legislation.

In a joint statement, the police unions for Los Angeles, San Jose and San Francisco said that reckless driving, speeding, driving while under the influence are all dangerous “traffic” enforcement violations.

“We do not believe that the public wants lax enforcement of those incidents by non-sworn individuals," the unions said. "Traffic stops are some of the most dangerous actions police officers take. What happens when the felon with an illegal gun gets pulled over by the parking police? Nothing good, we’re sure of that.”


The largely affluent and progressive San Francisco suburb of 120,000 has led the country on environmental, cultural and equity issues. Last year the council voted to replace gender-specific words in the city code with gender-neutral terms, such as “maintenance hole” for “manhole” and “workforce” for “manpower.”

Whites make up 54% of the city’s population, followed by Asians at 20%, Latinos at 11% and Blacks at 8%. Yet African-Americans accounted for half of 608 traffic stops conducted by police between mid-March and mid-June this year, according to a City Council memo. White drivers accounted for nearly a quarter of all stops.

A 2018 report by the Center for Policing Equity, a research and advocacy group based in Los Angeles, found that Black and Latino drivers were stopped at higher rates than whites by Berkeley police.

“It’s hugely significant,” said Cheryl Phillips, co-founder of the Stanford Open Policing Project at Stanford University. “It has the potential to transform what is, I think, the most common interaction with police that people have.”

Data analyses by the open policing project also found that Black and Latino motorists were searched far more often than whites, Phillips said, but the searches turned up fewer drugs, guns and other contraband. She also said it’s notable that the racial disparity in stops decline after sunset, presumably because it is harder to see the race of a driver.

In California, Black drivers were stopped by law enforcement at 2.5 times the per-capita rate of whites and searched three times as often, according to a state report issued in January by the Racial and Identity Profiling Advisory Board. Officers were nearly three times as likely to search African Americans than whites, although white suspects were more likely to yield contraband or other evidence.

I always have to laugh when I see things like this because when you mention some other demographic percentages people get very angry with you. It is almost like facts are only okay when they allow you to take in a couple million in donations.

I'm for this 100% any place that wants to get rid of the police should go ahead and do it pussies. Berkeley is going to be a wonderful, safe place within 2-3 years of this coming into effect.

While violence at vehicle stops are a concern, what is of greater worry is the amount of felony warrants that are discovered during traffic stops.

Least we forget, a very pissed off protestor against the killings at Ruby Ridge and government overreach at Waco was arrested during a traffic stop.

How very true. Bet these "social workers" won't even call in license plate numbers. Just tells people committing/planning to commit major crimes that even if they are pulled over by a "social worker", there is little to fear.

Added: Matter of fact, know a friend who tells people he knows, "If you are going to do something really bad, make damned sure you obey all traffic laws when getting away. Reduces the chance of being caught."

Now I'm curious: If traffic violations aren't going to be handled by law enforcement, what happens if you are driving around with a broken tail light, a pound of meth, and a hooker in the trunk? Would you just get off scott-free for the last two, even if they were discovered? Or would the unarmed city worker have to call the cops to handle it and then wait for them to show up? I mean, technically, they're only supposed to be handling traffic violations.

It's a reactionary 'feel good' sentiment meant to punish police departments because they see all cops as being guilty, even good cops that just do their jobs normally. In actuality if you want less cases of police brutality or cops drawing their guns at a moments notice you want to increase funding for police training, not sensitivity training or racial bias training or other Commie bullshit, but actual hands on training when dealing with armed or unarmed suspects.

Normally cops are trained, when using a gun, to shoot for the center mass (heart, lungs, anywhere at the chest as the chest is easy to shoot at) and it's been proven that when cops feel overwhelmed or lack training they tend to go for their guns right away. Tasers don't always work, even pepper spray doesn't always work, but ideally your cops should go for non-lethal first at least when dealing with actual unarmed suspects.

Basically, George Floyd died from an chokehold. It was ruled as an wrongful death. Didn't stop people from rioting in several states. Now the rational solution is to cut back on the police department to reduce brutality accusations. Now we have these guys as an replacement

it's a half-witted, knee-jerk reaction to the genuine concerns over police operational procedures/philosophy that arose in the wake of the Floyd incident.

Believe most, if all police departments can improve, but eliminating police is a most stupid thing to do. In my opinion, knowing the police will come after you is the ONLY thing keeping MANY people from doing a lot of very bad things. This would do nothing to reduce gun violence. Instead, gun violence would increase. People will start packing and use their weapons. Want to rob a bank? Why not? No police! Want to do a drive-by? Why not? All you'll need to worry about are your targets and/or their associates retaliating. Want to sell anything illegal? Open the shop! Really hate someone? Blow them away, if you believe you can do it!

Best way to stop this shit - force every legislator/government official in every city/town that defunds their police to forfeit their personal protective details immediately, and no city money authorized for private security. Start carrying.

As far as I can tell, it's 50/50 in terms of suspension, traction, and acceleration. But I'm not vouching for any of this.

And @JosephStalin there's an lot more bloat than being the bodyguard of the chief of the NYPD. They also have an chaplin and certain other forces have a few horses.

How long does the police education in the US last? In my country it is three years. Also thanks for responding, it clarified a lot!
