There's no penalty assigned to ignoring it, which means a Judge can effectively ignore it, and the only danger he faces is censure (who cares) or a writ of mandamus (who cares), and the latter is only possible during a trial. Chupp final-ordered the trial fast enough that Lemonfurher couldn't start the process in time for that.

Outside of voting the fucker out or impeechment, I don't think there's any way to deal with "the stench from the bench." Something to think about over the next 20-30 years when Law Twitter and other SJWs with Law Degrees start making Judge / CoA Judge.
