The point and purpose of the TCPA is to reduce the costs of a frivolous lawsuit to the defendants. Lemoine has fucked up so hard that if this costs and sanctions ruling doesn't go 100% his way, either the cost of filing the TCPA alone will ruin his clients or he's just lied to the court.
