Anyone expecting the County, State, and Feds to move fast has been watching too much TV. Even in my case it took months, almost a year, and I was fully compliant and stayed on every little thing ASAP.
It isn't a flash flood. State, County, and Feds are more like a glacier. Slow, ponderous, staying in place at times, but implacable, uncaring, unmovable, and steadily grinding away.
The DMV is lightning fast compared to organizations like the one's Gurgles is facing. These organizations move so slow because they document everything step by step in case they have to go to Federal or State court, so that all the T's are crossed and the I's are dotted, where Gurgles is the type to cross the I's and dot the T's in his hurried bullshit. His won't be the only the one they're dealing with, probably not the largest, and probably not the worst. But they haven't forgotten or forgiven him.
Remember, it's: County sees some fuckery. Alerts 4 state organizations and two federal organizations. Those organizations see who has jurisdiction. County inspects. Sends reports to everyone with a jurisdiction. They discuss it at upper levels, approve or disapprove of movement. Send it back down. County reads it. Gathers the data the higher up organizations want. The higher up organization sends someone to check it out to make sure State/County/City isn't lying or getting bribed/Good ol' Boy'd. Back and forth and back and forth.
Meanwhile, you, me, Gurg, all can't see anything happening. In Gurg's case he thinks he's safe. If you're impatient, you think nothing is going to happen. If you're like Gurg and think that just because you can't see the water under the ice or how thin the ice is, you're perfectly safe, then this looks like nothing has happened and nothing will happen.
If you have experience with this, or with major government organizations (Especially the Big 13, which Gurg has crossed at least one of), you know that all we're seeing now is the State and Feds deciding what color suit, tie, and shoes their going to wear to this.
IF we've deciphered the notes right and they're bringing in Endangered Species into this. I don't know if that's going to involve the EPA, but if it does, things will move even slower, because the EPA is one big ass fucking machine if you aren't rich/connected enough to go to war with them. It may not be quick, because the machine has to be filled with gas (evidence), moved into place (get paperwork started), have Gurg's ass surveyed for penetration (inspectors), but once it fires up (if they decide to move), Gurg's going to get an ass fucking you normally only see on Russian sites involving bears and midgets.
Part of the fun in this is knowing that Gurg is dumb enough that he thinks his extensions due to winter weather is how its going to be and that he's more or less free and clear and that the quote of a couple grand in cash that he got is waaaaaay off the mark.
Even better is the sweet sweet taste of knowing that Gurg is so fucking stupid he'll try to half-ass everything and just make it worse.
Remember, if he half-asses this shit, and it gets denied, he has to remove it all and start over, not keep building on his half-assed bullshit.
