Well for one thing as far as I'm aware nobody knew this was going to happen until ten minutes before the shooting, and I can't really blame people for thinking that he was just some edgelord looking for attention.

8chan won't do heavier moderation unless absolutely forced to do so. IIRC they're hosted in the phillipines, and the phillipines has some wishy-washy free speech protection so whether they encounter any legal problems probably depends on how much the phillipines gives a shit about this.
