Is that illegal? I don't know about cows, but they definitely make chicken harness/leashes and there's videos of people taking them out for walks. And I would imagine most towns still have laws permitting people to graze a cow on the town common, even if nobody does that anymore (someone did that here once as a raw mīlk protest event).

I wish the cops here would crack down on unleashed dogs. There's some parks you can't hardly enjoy anymore because all these dogs will come running up to you. If they just stationed one cop there they would make so much money from fines.

That's how we consider it in the Western world and it's right.
But in China they probably fear someone will steal them for the soup or right down deep throat them like that guy at the stadium did.

I don't want unleashed pit bulls running up to me, thanks. Also an unleashed dog killed a protected bird here once making me even less of a fan.

In my experience, people in China tend to have either tiny-ass or gigantic fucking dogs. It's mostly young rich people getting purebreds as a status symbol or old people who don't have grandkids. Tjey usually spoil them rotten so they're often terribly behaved.

Whether dogs are seen as pets livestock or depends on the breed and on what part of China. From what I've seen, people in cities like Shanghai will insist it's only backward-ass country bumpkins in the South who eat dog.
I don't know how true that is, but nonetheless in the more civilised parts of the country, an increasing number of people seem to regard dogs as pets.
