A spike in gun violence on Chicago's streets during the weekend prompted an impassioned news conference by Mayor Rahm Emanuel and Police Superintendent Eddie Johnson Monday morning.

Preliminary totals show at least 10 people were killed and another 53 people were wounded in shootings between 5 p.m. on Friday and midnight Sunday.

Rev. Jesse Jackson tweeted, "Nine dead, dozens shot, trauma centers overwhelmed. We need sensible gun control, a plan for urban reconstruction, futures, not funerals."

Chicago police said a total of 66 people were shot from 6 p.m. on Friday to midnight on Sunday and 12 of those victims have died.

At a press conference Monday morning with Mayor Rahm Emanuel, Chicago Police Superintendent Eddie Johnson said more needs to be done to hold repeat gun offenders accountable.

"It is the same people who are pulling the triggers in some of these communities. This isn't a widespread issue among citizens of the city. This is a small subset of individuals who think they can play by their own rules because they continue to get a slap on the wrist when we arrest them," Johnson said.

Police say they know some of the shootings have been random and some targeted and related to gang conflicts.
 
How old were these kids? Teenagers and preteens can be too far gone to be saved, but little kids(>10 yrs) usually aren't. And was the summer camp supposed to help them?
Poverty is a cycle that needs to be torn at the root and a few months at a summer camp won't help much. What at-risk kids need is consistent guidance and education, both at home and at school.
I got the sense that the kids were of all ages, but they would have likely grouped them by ages in the summer camp.

The thing is, there's all these programs now to "help" underprivileged children in cities like Chicago now, and these progams don't appear to be structured in a way to actually do the kind of good that would actually help. It ends up being a counterproductive feelgood waste for reasons stated above. People haven't learned from the failure of the 1930s study.

Why not make gun control laws that will exclusively target gang members or people with a violent record?

Edit: It's not a satirical question. It's just that from what I could gather the gun laws may be ineffective because they require to keep track on too many people.

Articles like this make me miss the days of the old-school Chicago gangs like the Gaylords, Jousters, Stoned Freaks, and Simon City Royals.

The white gangs were tough and brutally violent, but they had some rules when it came to civilians. Unfortunately, a mix of yuppie gentrification and heavy police pressure in the 1990's drove the white gangs to near-extinction or into the suburbs and out-of-state.

Oddly enough, the extreme police crackdown tactics that were used on the white gangs (and some of the Latino gangs as well) are not being applied to the black gangs all that much. I get why, due to political pressure, but the fact that the Chicago city government is putting identity politics ahead of general public safety is just sad.

The worst part is that most of the people getting killed by these black gang members are innocent black civilians who actually did do nothing. If these leftists actually believed that black lives do matter, then they would protect innocent black civilians from getting murdered indiscriminately by the gangs.

I'll admit that police brutality is a major problem for the black community, but if you're going to condemn the white police officers for killing unarmed black kids, you should apply that same outrage to the black gang members killing unarmed black kids as well.

Otherwise, you're just a racist leftist douchebag.

Already exists, at least in that it’s illegal for felons to own firearms etc. the issue with gun control is that there are already too many guns in circulation to ever be effective. A criminal out to kill someone doesn’t care about an unlawful possession charge when they’re shooting for murder, and there’s no incentive to not steal or buy another gun off the street for each shooting if I am so inclined

The issue isn't necessarily that they can't aim, it's that they're giant pussies who mostly commit drive-bys. The reason you see so many more wounded than killed is likely because Tyrone A and Tyrone B are indiscriminately spraying their gats along an entire street because they think they saw Tyrone C from a rival gang.

Programs can help some kids, but we need to figure out a way to help more. In terms of helping children(not the only way to improve Chicago), what else can be done?
 
It's starting to bleed out of the city, too. My hometown is about two hours south west, and about a decade ago we started building a shit load of Section 8 apartment complexes to keep up with the demand of Dindus fleeing Chicago, which in turn only prompted more Dindus to infest our streets.

Long story short, the crime rate has rocketed, especially in the last couple years. I think we had four murders in July, which was an unprecedented rate for us, and pretty crazy for a town of 80,000. All gang related, of course. Every day there is a story about cops responding to shots fired. It's really sad.

On a darkly humorous note, this is similar to the usual excuse given for gun crime in Chi-Congo; that guns are being funneled in from less restrictive states and municipalities. Bleeding in, you might say.

I don't know how many Kiwis read Second City Cop or HeyJackass, but those blogs really paint a shitty picture for Chicago. We're talking systemic failure at multiple levels in law enforcement and government.
 
I'm reminded of something I heard on YouTube where Jordan Peterson was talking about a study that was conducted in the 1930s, where there was a group of "inner city" children in various cities who were at high risk to eventually wind up in jail. What they did, was take some of the underprivileged disadvantaged yutes, and take them to a summer camp for a few weeks. There was a control group that didn't get to go to summer camp. Then they did a follow-up over the years. What they found, which the head of the study had to repeat the study to make sure it wasn't an error, was that instead of improving things for the children that went to summer camp, it made them worse, and they had worse outcomes than the control group. Now, why do you suppose that is?

That study was replicated in the 1970s or 1980s, in Chicago (my texts are packed away in storage, or I'd give the name and authors of the study) - except that instead of it being a few weeks at camp it was school based intervention over a longer period.. They divided "at risk" kids into three groups - some got intense, early intervention, some got standard intervention, and some got no intervention. The kids who got the most intervention had the worst outcomes. The explanation given was that the way the kids were classified set negative expectations in both the kids themselves and those helping them and the kids basically lived up to those negative expectations.

Not let them grow up in Chicago. I've seen countless interviews in which it's apparent parents are just resigned to their kids becoming gang members. If Chicago is an incubator for gangs and you feel like it's inevitable your kid will join a gang if you remain in Chicago, then get the fuck out of there. Maybe more money should be directed at helping people leave and establish lives in more stable environments than on supporting them staying in a dysfunctional city.

I'm surprised the city of Chicago hasn't begged their neighbor Indiana about doing something about their far less restrictive laws about who can purchase firearms or not. A lot of people simply cross the state line to get what they're legally prohibited to in Illinois (same with fireworks before the Fourth of July).

But a lot of changes, such as doing something about the inner city kids or gang members who target those kids in their neighborhood who have no interest in the gang or criminal life just because they want to work hard, go to college, and get out of the ghetto, would be quite hard to make, if not outright impossible.
