I'm genuinely curious in regards to what specific Twitch rule / community guideline showing one's feet is in violation of. I briefly browsed their page on sexual content, and nothing jumped out at me.

As of Twitch's Community Guidelines (https://help.twitch.tv/customer/portal/articles/983016), they give themselves ultimately free reign to ban you for whatever, whenever, and not tell you why - as a private entity such as Twitch is entitled to, so I cant say I disagree with Phil erring on the side of caution:
we at Twitch reserve the right to suspend any account at any time for any conduct that we determine to be inappropriate or harmful. . . . we are not required to provide a reason for our decision.

This is also written in Section 14 of the Terms of Service, which is legally binding unlike the Community Guidelines which are intended as a quickhand indicator to the rules you agree to upon making a Twitch account (https://www.twitch.tv/p/legal/terms-of-service):
14. Termination
Twitch reserves the right, without notice and in our sole discretion, to terminate your license to use the Twitch Services (including to post User Content), and to block or prevent your future access to and use of the Twitch Services. This includes the ability to terminate or to suspend your access to any purchased products or services, including any subscriptions, Twitch Prime or Turbo accounts. Your only remedy with respect to any dissatisfaction with (i) the Twitch Services, (ii) any term of these Terms of Service, (iii) any policy or practice of Twitch in operating the Twitch Services, or (iv) any content or information transmitted through the Twitch Services, is to terminate your account and to discontinue use of any and all parts of the Twitch Services.

Key phrasing in both of these is "any conduct we determine to be inappropriate" (CG) and "in our sole discretion" (ToS), they're free to do as they see fit - and streaming your feet, I'd assume can be attributed as inappropriate in line with the Community Guidelines.

also he was literally talking about the kids who were in the street fight/arcade scene who'd probably play d&d with him if he wasnt a gross shithead

As if Phil had the capability to play D&D. I've seen autistic fuckwits play D&D, and Phil would've been kicked out of the group by the time he tried to attack a friendly NPC in combat because he didn't pay attention to the part where he was hanging around the group for the last fifteen minutes as backup to the main villain.*

*This fucking happened within my playgroup. I have never been so personally angry with a person in all my life.

I'm not familiar with the exact wording, but awhile back Twitch cracked down hard on cam whore style streams. With the foot thing specifically, fetish streamers would position their cam on the ground to appeal to fetishists, basically the same way cam whores arrange the camera so their chest is the focus. It also led to the very specific creation of the "no nipples" rule on Twitch, which applied to both genders. I think the wording is intentionally vague, but pretty much as long as you're not blatantly camwhoring, you'll at most get a warning. Another cow, Narcissa Wright, actually got banned for it a few days ago, but they're also an incredibly small streamer with a history of breaking Twitch rules in an even more blatant fashion than Phil.
 
Listening to Phil's "apology" about the Twitter shitshow, all I can hear repeated over and over: "I am extremely humble and awesome for admitting I screwed up."

It started well enough with him saying he "was really fucking stupid" (very true) but it spirals down into (paraphrased): "I am mature and smart enough to admit that I was wrong."

*internal screaming*

And of course he has to start talking about his "10-year legacy" again - it's the new "4th place in Street Fighter"

His insistence on saying he is "an island" with no surrounding friends is sad, but it does bring into mind my answer for people saying "no man is an island"; "But that doesn't make us all inhabitable."

Phil really lacks imagination and creativity though. I can't imagine he'd have the patience for D&D especially if he tried to make himself the DM.

Yeah, but I really don't think Twitch wants to stretch their own rules until everyone is banned. For how long has he showed his hooves? And for what purpose? That's also important I would think. I've only seen this gif without any further context but for all I know about Phil it was something about (take it with a grain of salt): "I walked so much my cutlets hurt and are nasty as fuck right now, here look, see I do some stuff outside of this building. Wooow, this was so hard I can't believe it. Never walked so much in 5 minutes. Give me money".
In my humble opinion that's not enough to give him the club. This wasn't that much more inappropriate than his constant BURP and SNORT. Although I think there is no fetish for this. Please ... please don't prove me wrong on this. I don't want to know. Really.

But I still wonder why he had to show his hooves. Just why. Even if they are the most beautiful feet imaginable, there is no reason. I thought he's not a clown or children's entertainer.

he makes no sense, he cant actually tell you what he did on his time off because hes a retard that needs to be specific, he said he ate a few times and he went to loacal places, if he did something he can just say "i did [insert activity]" "i ate some really good [insert dish]" he is so torn from his fans that the engagement is purely monetary, and this goes not only for his days off, even in chat, you cant ask him anything anymore, he takes extreme deffence, this KILLS the fanbase, if you want to be a streamer and think you can just play games with only game interaction donations then you're a fucking moron, these people draw to you personality and want to know YOU, the game is secondary to the streamer.

Hes so used to uploading mass videos, he doesnt know how the streaming dynamic works AT ALL and thats why hes tanking, his personality is shit and at this point its more "haha i threw a load of subs/bit at him to piss off other people" fucking autistic, especially when its coming from the idiots that supposedly hate him and want a quick troll that mostly falls flat.

No. Detractors could use this information against him. It's a real concern based on real events with real consequences. And with "real" I don't mean real. They could make some shit up about him, like uhm, honestly nothing with any relevance except DSP is a whiny easy to trigger manbaby who sees everything as an attack at him.

Also was I just deaf, watched the "wrong" detractors or does Phil learned a new way to laugh since his Bloodborne playthrough? Sounds like a gout goat? And he laughs when there is nothing to laugh about (but this part is hardly new).
 
A streamer by the name of Tfue apparently received a 30 day suspension on twitch for supposedly saying "coon". Twitch most love that drama that phil brings or they love his victim mentality seeing how he's still allowed to stream and only receive minor suspensions

I think Phil skirts under the radar because he's such a small streamer. I've never heard of Tfue before, but Google tells me he streams fortnite, so based off that fact alone I'm guessing he's much more popular than Phil.
 
What's the status of his Patreon's Choice playthrough? Has he even started voting? There's nothing on his tumbleweed forum that suggests people can vote yet.

Is this getting memoryholed the way Sunshine was?
