I've gone through the movie frame by frame (it was for another reason too so it wasn't really a big waste of time) and I can say with 75% certainty he didn't trace from there, but that pose is so common it looked familiar so I'm not surprised if he got it from somewhere else. So I honestly don't know, and it's been bothering me. But he probably got it from dA - iirc it might even be a base (though tbf it was also a while ago).
Someone fixed it.The characters he draws always look like Takashi from Akira.
Maybe he watched that movie partially and thought "So that is how you draw young people?"
I think it's his attempt to overcome his Rumiko Takahashi rip-off style... and failing horribly in the process.

The reason why it looks so familiar, is because he's drawn that pose far too often. Dobbo has probably just a dozen of poses, he tends to draw over and over again, when he feels even lazier than usual. I bet we could even give them numbers, if someone would bother to check. It is impressive how bad he is, either he sucks at drawing and makes Moana look like a 50-year-old midget, or he traces/copies.
While normally I'd agree with you, I was referring to the pose being common in mermaid art, which would make it difficult to narrow it down. In retrospect, he might've gotten it from a picture from a mermaid performer, because that's a common pose they would take for dry shots.
