Phil can't pick reliable mods because he doesn't have any friends or close fans he can rely on, because he alienates them all and runs them off. So he's left with wasters like Swagginz, who is blatantly a child who gets picked on in school, and so bought his modship so he can push other people around instead. These mods are people who have to ask for permission to go to the bathroom every day, the responsibility of modding a stream chat of hundreds of people is too much.
Really though, that's as close to reliable as you get in DSPland: you give him money. What you say and do in the chat doesn't matter, as long as you soothe Phil's ego and give him money. That's why Phil says fucking nothing, even as his mods and paypigs spam NIGGER in stream chat, or talk about raping kids, or dropping a dookie on a dead body or anything that is just a blatant banme shitpost anywhere else on the internet. Phil's such a narcissist that he only responds to things that directly affect him in stream chat, and his mods follow suit because they're children and Phil is the big money let's player who does what they dream of doing for a living.
That's what Phil wants from his mods. Fawn over him like he's the coolest kid in school, stop people saying mean things about him, and give him money. Actually moderating the chat doesn't come close to the job description. Look at what happened to his forum mods, who were actually more interested in doing their job than patting Phil on the ass. His chat is so topsy turvy because it's not for the benefit of the fans, it's for the benefit of Phil, so aggressive child rape shitposting is fine, but don't you dare say that last Blanka player was good and deserved to win, dood!
