Looks like a rip-off of one of the pony characters, so I'd say, yes it was suppose to be there. Chris really needs to work on his expression, it looks as if he was sketching some fresh-faced 18-year-old in her first adult-themed film.

That is Sunset Shimmer.
Sunset is a character exclusive to the Equestria Girls franchise of the current MLP generation. A former student of Celestia who crossed over in the human world of Equestria Girls for power, turned evil for a High School musical rip off and then regreted all she did. Turned good and is now pretty much the leading character of the Equesria Girls thng, being the waifu of god knows how many bronies. Is also into science and rather snarky at times
