I kind of imagine Sonichu sounding like "stereotypical 50s kid", like The Beaver or something. You know, having a high pitched "gee wiz" voice.
I like Magichan with a dry and sarcastic upper class British accent.
I imagine Wild having an accent between "rowdy hick" and "stoned hippie".

As mentioned before, Jackie Chan is the only option for punchy. I even think that's what he sounds like in Chris' head. Or maybe Master Splinter from TMNT.

Not sure if it quite qualifies, but as far as delivery decisions go this might help flavor things.
Have all the villains kind of be in on the joke, like they know what they're in, and their job is to ham it up enough that their bits become bearable to listen to. The heroes being told to play it totally straight, like this is some lost season of Sonic X or something just unearthed right under the Atari ET cartridges would heighten the experience.

You're definitely onto something there with the deliveries.
Punchy: Jackie Chan, possibly trying to do an American accent. His lines should be lip synched very poorly, similar to what you'd see in an old, dubbed Kung Fu movie.
Magi-Chan: He would speak ridiculously quickly without pauses like in Speed Racer.
Sonichu: Richard Ayoade. He should deliver his lines in the style of Thornton Reed, i.e blurting out lines without considering how they should be read, so everything ends up monotone and forced.
Rosechu: Joan Rivers. Would use coughs and wheezes as punctuation.
All sound effects would just be Chris narrating the sound effect.

I'm kinda cheating because I'm using my interpretations of the Sonichu characters, but if Hollywood came knocking, and money and time was not an object, here's who I would have. And yes, this is TRUE and HONEST serious. And yes, there are at least three subtle jokes on Chris and Sonichu is one this.
And yes, I had nothing better to do at work today.
