There's a lot of counter jerking over Japan here. They're still one of the few Asian countries with a standard of living comparable to the US or most of Europe, and their fertility rate is about the same as countries like Poland and Italy, whose populations are also declining. Argentina is also one of the most developed countries in Latin America, with far lower murder rates than Brazil or Mexico.

Like I mentioned earlier, even 18 is becoming too young in at least American society due to the typically coddling upbringing kids today have.
That's not to say pedophilia was justifiable in the past when people were expected to act like adults earlier, of course. Research and tradition have said we naturally "come of age" around 16 to 18 (I think 18 is the safer bet now).
Like others said, pedos like the Muncie Molester are so terrible with women their own age that they try to take advantage of very young people who don't know any better to get laid.
That's why "half your age plus 7" is a good "rule of thumb" for relationships, even if a relationship is otherwise legal.

I'm going take a more nuanced stance.
The idea that children are innocent is sorta flawed. Yes adults can be manipulative but so can kids.
When a child wants to get out of school they feign illness. If they don't want to do homework they play dumb to get the baby sitter to do it for them. If they don't like the taste of medicine they pretend to swallow it and then spit it out when you're not looking. Children can be manipulative.
The idea of teens past puberty are not manipulative or won't use sexuality along side other manipulation tactics to maneuver those around them (including adults) is a bit naive as well.
The idea however children before puberty will seduce an adult is a load of crap. Little children don't have capability to feel such urges in the same manner a blind man doesn't understand the concept of color.
Now if a child say of age five is acting sexually as an adult would and using sexuality as a mean to manipulate others to get their way is a sign someone is abusing them.

You know, back in my middle/high school days sometimes we would make jokes about how gross old people genitals must be and that we wouldn't have sex in old age because we'd get grossed out and shit. Even in countries where that's the case outside of some real Third World and/or Eastern European shitholes, there are generally enhanced protections for people under certain ages. One common cite of pedos is Japan, where the federal age of consent is 13. All that means, though, is that federal jurisdiction over those crimes only kicks in at that age so the feds there can only go after you for age of consent shit at 13. Virtually every prefecture in Japan, though, has higher age of consent, so break those laws and the prefecture will prosecute you. It's usually at least 16, often 18. In Tokyo, local law makes it 18. So really, it's much like the United States.
We don't really have an explicit federal age of consent, but the Mann Act makes it 18 for anything occurring across state lines. Arguably, that means anything on the Internet at all even if it's within the same state physically, because the traffic has probably crossed state lines across an interstate medium.
