Uganda has had a longstanding issue with government cronyism, and there was a massive scandal involving the molestation of children and young men by government officials and high-ranking churchmen.

That doesn't excuse those idiotic headlines, but hopefully, they've learned better English since then.

in fairness, those headlines wouldn't be out of place on some British tabloids (e.g. the Sun, the Daily Star)
