Cats often also prefer to have the water placed away from their food (the theory is that a kill/carcass can contaminate the water source, so they evolved to keep them separate).Cats can drink standing water, running water is just more likely to entice them to drink water. In nature though cats get most of their water through the meat they eat which is why giving them wet food is the best way to keep them hydrated.
Hard disagree. My cat will scream and cry unless his dry kibby dish is next to his water fountain. I am not a big fan of it personally because he will try to lick some water up with a mouth full of food and end up getting his water dirty. So keep the water bowl at least a few feet away from the food (or even in a different area/room).

I live near superstitious people that leave bowls of water in front of heat registers/HVAC vents in their homes because they believe it moistens the air and repels dampness-thieving humidity demons. Hokey folk magick aside, dogs and cats drink out of them constantly and their owners complain that they have to fill the bowls for the air spirits too soon because the flesh pets are stealing it.
