You know I think it's been understated how much shit you have put up with from her over the years. Sexual harassment from her, people pretending to be you interacting with her which fueling her delusions, more and more insane behavior from her as time went on. I know the internet is the internet, out of sight out of mind at the end of the day.
But that sort of shit gets old quick, even when giving it minimal mental and literal attention. And even this current iteration of her behavior boils down to her acting on her delusions. She's a woman who feels wronged and scorned over things that never actually happened, and her own actions.

Not true, at least not where you and I are from, and I can’t imagine it would be different in the UK. If someone with a diagnosed mental disability is putting themselves in harms way it’s enough for a report and follow up.

Getting someone sectioned(that's "Baker Act'd" in am*rican) is surprisingly easy and disturbingly open to abuse if the correct magic words are spoken, all it typically requires is somebody (not a relative, just anybody who "feels strongly enough") to swear on their mum's life and pinky promise that she's a looney/that she runs around with her cock out acting like it's on fire/that's she's lost it/that she thinks there's a cheesewheel in Belgrade that's in control of her butthole etc and BAM, u r being detained m8, for up to 6 months (renewable every 6 months, you can appeal but good luck lol).
The main roadblock to the authorities doing their damn jobs is that as sectioning is the last resort it gets misused a LOT, which leaves them very reluctant at best to do it on their own initiative, unless they really really have to/are bullied into it, and they get bullied into it a lot.

I don’t think sectioning would be a good fit necessarily, I think that’s for when they are an immediate threat to themselves or others. She probably has been sectioned before though, especially after the leg cutting incident. She should have been at least.
NHS is most likely already involved, but docs only know what she tells them. You can’t offer the proper resources to someone if you don’t know they need them.

This is the paradigm: our system is purely reactive, nice quiet polite people routinely die of preventable conditions because they don't speak up for themselves and get discharged early, meanwhile problem causing bed blockers with nothing wrong with them past a runny nose get full body x-rays and overnight stays because they are very good at whining.
