Disappointed? No. That said, I fail to see a world in which that is true. Even if we accept that it was indeed a Mossad op with explosives in the lapel mic, an agent in the crowd with a handgun, or a second sniper, it is plenty clear thay Robinson had intended to kill Kirk. Even if it wasn't his bullet, he still fully intended for it to be, and thus some punishment is warranted.
