I still remember when The Outer Worlds were being hyped up as the next New Vegas.

They were still hyping themselves as the Studio that made Fallout New Vegas when they tried to sell Outer Worlds 2. They only survived the purges because they made New Vegas and we're forced to dump all their current projects(Avowed 2 and a Shadowrun game) and start making a new Fallout game 5 years too late
 
The American game industry is incredibly skilled at never retaining developers for any reason, especially after they make something good. The last thing they ever want is to keep talent around or keep a skilled team together. No sir.
This is also why one of the reasons they always want to use standardized engines like Unreal Engine, because a standardized engine allows for standardized developers which falls in line with the Boomers' and HR ladies' religious belief in Tabula Rasa, that people are just interchangeable fungible people-units. And if people are interchangable fungible people-units then you can swap out American developers for Jeets with no difference other than they're cheaper and not white (which is better) and they inherently destroy the employee's ability to negotiate for a fair wage (which is best).

Of course the side effects of this is a complete lack of tribal knowledge, a complete muddying of everything into grey-brown sludge without any unique properties, and failure of anything requiring anything beyond the most basic bitch of introductory skill like optimization or file compression. (Sound familiar?) And god forbid if the fungible people units are not, in fact, just as good as Autistic White Men at creating games, becuase if that was the case, well, every single aspect of modern liberalism would turn out to be based on the Tabula Rasa lie and beyond that, every single thing they touched with this theory would turn to liquid shit really quickly.

I actually think Bethesda kept their shitty in house engine specifically because it made it impossible for Microsoft to do this to them. Oblivion Remastered shows that this bulwark has failed; the layoffs this week confirm it.

The corporate mindset on the matter is very much backwards. There is this pervasive belief that the studios themselves make beloved games and not development teams made up of specific individuals.

They tapped Obsidian to make a Shadowrun game? In another time I would be pissed it got canceled but at this point I'm kind of glad. I'm not going to huff the copium that their Fallout project will be good just because it's being made by Obsidian but if the location is what's rumored and it's got the expected mod tools it might be fun.

I've been monitoring DEEP STATE, and so far it looks like a promising successor, at least gameplay-wise.
If you're itching for a story that explores similar themes of transhumanism and AI like Deus Ex, I can recommend the lead writer Sheldon Pacotti's novel Demiurge. Though be warned, he also wrote Invisible War so the writing is a bit of a mixed bag, but I'd say it's still worth reading for the ideas alone. The worldbuilding also has a few eye-rolling aspects, like Beijing being the world capital despite everyone speaking English, and the future equivalent of furries engineering themselves into anthropomorphic apes instead of canines.
