As funny as this would be, Bucketeer was clearly signalling his attacks in Raw Phil's chat and then you'd see the freeze immediately go into effect. However I do think there's been a few times when Phil has misattributed his slow chat to the exploit, which is just as funny IMO. He's going to be forever paranoid about this.

I wouldn't say that. We did see the case of LowTierGod going to court and winning, and he's just as much of a Lolcow as Phil is. People been fucking with him for just as long. However LTG is decently book smart and compiled everything quietly and presented it to a judge in a way that painted him the victim. Phil would need to compile months if not years worth of evidence to make a case against Raw. For all we know Raw Phil could also be a non-US Citizen since Phil is based out of US. Trying to subpoena someone outside the US isn't going to work and would cost Phil and arm, a leg, Kat's fupa and every Pokemon Card he owns. However this is Phil we're talking about here.

The biggest windfall he's going to get with this is KinoCasino A-Logging the shit out of him again when they do their Phil segment. Either that or someone will post his shit to LSF.

So, I'm assuming this Youtube freeze is bullshit.

Youtube sucks. It's blocked comments randomly for years, for no reason. Not all the time. You don't have to say anything bad, it just blocks things. My guess is that's what's going on here, and Phil has banned so many people and upped his sub time requirements so that the 10 people that regularly chat get limited enough to where it's noticeable.

So I've been digging and I've found that this unicode error has existed for about 6 years now and was never addressed. I think this is a different version of the same thing, in that it crashes the chat server. I dunno if either of you are watching the streams themselves but when the chat "unclogs" and suddenly tons of messages come in with proper timestamps. Faster than you can send a message.

I just want to point out on the Raw Phil stream somewhere near 1:50:00 he says (talking about unicode characters but referring to it as "unicode"), "I learned some javascript some years ago but I don't know anything about this" My head hurts at this as a software engineer.

However this is Phil we're talking about here.

I really can't say which mental problem controls Phil more; but his addictions, reclusiveness, and other behaviors has me believing that the only way he'd legitimately launch a lawsuit would be if he won the lottery (as he's said before). He may think he has something, and maybe he does, I'm not gonna make a call on it or not, so maybe he does have something. The best thing I can see for him is if there really is an issue where you can fuck with YouTube chat, in a broad sense, they're violating the Computer Fraud and Abuse Act, and for that you'd contact the FBI. The problem being, most law enforcement, even those of the non-FBI type have plenty of other and dare I say more important shit to chase after than some YouTuber being fucked with, I imagine they'd even tell Phil to bring it up to YouTube to fix their platform, and the FBI is the best possible body, because being The Internet, there's multiple jurisdictions to consider about where the crime happened and where the criminal did the deed. Google/YouTube is headquartered in California, Phil live in Washington State, Raw Phil and the new guy Phil was raging about live wherever they live, different state to possibly different country. The amount of work and coordination it would take to get anything done is massive, and when you consider it's some small-time retard streamer, no, we have more important things to worry about. So even if he had won the lottery and had an infinite money glitch, it wouldn't be done, and even if he did have infinite money, I don't think he has the heart or the tenacity to carry it out without someone constantly prodding him. Because even if he did have infinite money, I don't think he'd want to go outside, meet with his lawyers, and be away from his house, he wants to be a hermit, he'll shake his fist at the clouds, but won't actually move to do anything. He has that impotent rage and bully gene, as long as he can get one over on you he thinks he's king shit of the trash heap, the moment you're willing to step or out perform him, he cowers. Maybe a lawyer would give him that layer of protection to make him feel confident to be a piece of shit, but I don't know.

What's even more there are active clips of him saying "Oh I won't sue them nas long I am doing good. But once I am not I will" Now why is this retarded logic? Because you have to ACTIVELY defend your copyright. That's why Lex Jewtor (H3H3) goes so aggresively after others: he has to show he is doing the work. Since Phil often mentions that trolls don't bother him or that those aren't his viewers anyway he will most likely be raped in court. And as you said if RawPhil is a Non-US-citizen have fun trying to serve him. If he is smart he set up a shell company to try to hide his identity (after all He-who-shall-not-be-named does his lolsuits to dox others) but I doubt it. And most importantly: lawyers cost fucking money. Money that could go into Pokemon cards instead. And lastly: imagine Phil actually going outside to enter a courtroom.
