So the blockade will be lifted in proportion to the number of ships that are allowed to transit the Straight unmolested.

Paragraph 5
Upon the signing of this MOU, the Islamic Republic of Iran will make arrangements, using its best efforts, for the safe passage of commercial vessels, with no charge for 60 days only, from the Persian Gulf to the Sea of Oman and vice versa. The traffic of commercial vessels will immediately start, and considering the needs for removing the technical and military obstacles, and demining by the Islamic Republic of Iran, will be instated within 30 days. The Islamic Republic of Iran will conduct dialogue with the Sultanate of Oman to define the future administration and maritime services in the Strait of Hormuz in discussion with other Persian Gulf littoral states in line with the applicable international law and the sovereign rights of coastal states of the Strait of Hormuz.
Iran will not attempt to charge tolls on the Straight for 60 days, and has to negotiate with Oman and the other nations in the area future plans for passage. "in line with the applicable international law and the sovereign rights of coastal states" I believe will restrict Iran's ability to demand tolls through a body of water they only border one side of it, but I know fuck all about maritime law.

Paragraph 6
The United States of America undertakes with regional partners to develop a definitive, mutually agreed plan with at least USD 300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for the implementation of this plan will be finalized as part of a final deal within 60 days. All required licenses, waivers, and permissions needed for the relevant financial transactions will be granted by the United States of America.
So this is probably the worst part of the deal? I keep coming back to it and rereading trying to figure out what it even says. Initially I thought this was about the frozen assets, since it is the same figure, but that's handled in a future paragraph. So we and regional partners are developing a mutually agreed plan with at least 300 billion USD for rebuilding of Iran. If we were just giving them that money, it wouldn't require licenses, waivers, and permissions? The first half sounds like we are just giving them money, but the second half sounds more like we are letting that amount of money be spent through sanctions. However if it was allowing unsanctioned commerce I think they would of mentioned sanctions somewhere in it? It is definitely the worst written paragraph of the document and where I think most of the dooming/purposeful misrepresentation is coming from.

The United States of America undertakes to terminate all types of sanctions against the Islamic Republic of Iran, including the United Nations Security Council resolutions. The Islamic Republic of Iran and the United States of America acknowledge the critical importance of the sanctions termination issue above mentioned, and expressed their intentions to immediately address these issues in the negotiations in order to achieve mutual agreement on them.
So USA will eventually lift sanctions against Iran over a period of time determined by the final peace deal.

The United States of America and the Islamic Republic of Iran have agreed to resolve the disposition of stockpile enriched material pursuant to a mechanism that will be mutually agreed upon in accordance with the schedule mentioned in paragraph seven with the minimum methodology to be down-blending on site under the supervision of the IAEA. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to the Islamic Republic of Iran’s nuclear needs, based on a satisfactory framework being agreed upon in the final deal. The final deal will confirm the provisions of this paragraph. The United States of America and the Islamic Republic of Iran acknowledge the critical importance of the nuclear issues above mentioned, and express their intention to immediately address these issues in the negotiations in order to achieve mutual agreement on them.
So they gotta give us the dust, and sanction lifting is tied to it. Further discussions on nuclear activities in Iran will again be part of the final deal.

Iran maintaining the agreed upon nuclear restrictions is a requirement to keeping the sanctions and military action at bay.

So Iran has sanctions waived for business involving selling oil.

Such funds, whether obtaining the original account or transfer, shall be made fully usable for payment to any ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all necessary licenses and authorizations accordingly.
This is another one that reads weirdly. Like the blockade paragraph it says something starts with the signing of the MOU and then says it actually happening will come with negotiations. It sounds like we are just giving them the 300 billion back, but again how we go about releasing the funds is slated for further negotiation, so eventually somehow Iran will have it's money back and be free to do with it what it wants. It's really odd that it's the same figure as reconstruction fund.

The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be established to monitor the successful implementation of this MOU and the future compliance of the final deal.
I think this is saying a third party will follow the implementation of this and the final peace deal.

So if 1(Ending hostilities), 4(opening of the straight, ending the blockade), 5(no tolls on the straight), 10(sanction waivers on selling oil), and 11(immediately unfreezing assets except not) start rolling than they will start further peace negotiations.

Paragraph 14
The final deal will be endorsed by a binding UNSC resolution.
This Paragraph means literally nothing.
Overall it's pretty much setting the floor for what each party is willing to accept in the final peace deal, and agreeing to let the oil flow again. I really need more explicit explanation of Paragraph 6 before I can say how I feel about the deal as a whole. Absent of that it's fairly whelming. It ties Iran getting what it wants to opening of the Straight in the short term and maintaining denuclearization in the long term. I think as written it's fine as long as a strong President is in office holding them to it, but that can't always be counted on.
