Its possible but to be fair it'd be easier to just release the ticks on the ground in areas with bushes and whatnot. My town in the midwest had reports of Pajeet dudes following women around a wildlife preserve trail a year or so ago. Didn't think much of it back then aside from, of course pajeets are stalking women on hiking trails now, but its possible these same street shitters are releasing infected ticks.
Another fun thing is constant fishing helps alert conservation if there are any chemical spills or water pollution issues. If you pull up a bunch of fish with lesions or other weird issues from supposedly clean water and alert the conservation agent, they can get the ball rolling to find out that some company upstream dumped a bunch of chemicals they shouldn't have. Catch and release fishing is great for this, but that's still "cruel" and therefore still going to be banned.

Accidents happen for sure, but even at a catch and keep place, you still have to abide by their minimum and maximum size limits. Even if you want to catch and eat you may be force to release because the fish wasn't a legal keep.

I can believe this vector for spread. Deer have recovered to pre white man levels in north America. It's really a mircle and a crowning achievement of the US/Canada that we have brought White Tail deer, Black Bear, Brown bear, Elk, Bison, Wolves and Mountain lion back from the brink. most of these species were nearly extirpated by the 1930s, and were extirpated in the east.
