This is for multiplayer templates (can be used for single player too), which I am not a big fan of since it seems to take so long to produce anything that you want to have. He doesn’t really say what is the ratio for each division templates or how much industry should be focused on each equipment. He just say why each division is good without telling people how we should use them or if it’s viable for certain nations, which seems to be a problem with every players trying to explain the meta.

From what I have found on Discord and Twitter, he was wearing a military cosplay, (I am guessing because of what he is wearing in this pic) at Carneval when someone attempted to steal his helmet, he chased after them and then slipped, dislocating and allegedly breaking his right elbow.
