The *best case* scenario for an American Civil War 2.0 would be akin to the Troubles in Ireland, where the central gov't still stayed in control but there were gangs of politispergs fighting each other, committing random acts of violence on civilians living in "enemy" areas, and trying to assassinate famous/notable people. Still shitty, but you could pretend there was a facade of normal life on top of the conflict.

Couldn't 6" of rain in a few hours be considered very high rainfall for one rain? It doesn't sound like much when you say "six inches" sure, but that does sound high to me. I would expect that over the course of several weeks, not several hours.

Looks like NYC on average gets about 4 inches of rain in May, so they got over a month and a half's worth of rain in a few hours. Just about any city would have some level of flooding from such an event.
