City reps and rural reps would be fair and normal, like Texas' map. Republicans can and are now gerrymandering just like Democrats by taking chunks of urban and rural populations and mixing them together. It's just a matter of how much urban to rural you use in the recipe.

I've been trying to think of a fair way to divide districts into something less adversarial and none of the outcomes look good for Democrats. The best I can do is basing it on population density, where huge concentrations get smaller districts and rural areas get bigger districts. Grok tells me it takes about 760,000 people to justify a new congressional district, so any single city with over 760,000 people should basically have a circle drawn around it. Only 18 cities in the US have that many people and all but two of them are solid blue. Forth Worth and Phoenix are purple. Isolating the bug hives to their own districts would kill the DNC while also stripping them of their power to rule over mass swaths of rural red counties.

Their only hope is to ask the bug hive to spread out and gentrify the rural counties but most of them will refuse to live anywhere that's not within cycling distance of a bathhouse.

I'm very hopeful that the current administration, population shifts to red areas and redistricting will have disasterous consequences for the Democrats, especially on their fraudulent strongholds in places like Georgia, obviously cheating through good old election fraud (which is also collapsing with the Trump admin fighting Fulton County) or racial gerrymandering. The situation already got a lot worse before it got better, and that was pretty much what the Biden administration was. If we can axe the VRA-protected racial gerrymandering in the South, imagine what is next.
