I think repealing the 17th amendment would be a better move. Having both representatives and senators be directly elected has made the point of having two chambers redundant. The original idea was the house represented the interests of the people while the the senate represents the interests of the states. But because everybody in Congress needs to win elections, and elections need money and support, everybody in that branch is loyal to the national party exclusively. You need to stay in lockstep even if it is against your voters or states interest because if you want to get reelected you better not bite the hand that feeds.
