My knowledge of international maritime law is pretty shitty but I'm willing to go out on a limb and say that Iran has technically committed piracy in some form by fucking with ships going through international waters. Europe being willing to go along with it is as unexpected as it is "a grave violation of accepted norms" as a diplomat might say.
