We're blockading the Strait.
If they want to pick and choose who gets oil, no one gets oil. This includes anyone who cowardly pays an illegal toll. Europe can sit and spin if they care so much.
Meanwhile, we'll work to clear the mines that probably aren't there, and Iran can test us and try to fire at our ships if they feel so emboldened.
We're continuing to build up military assets in the region, with the USS Bush and Boxer scheduled to arrive in about a week.

Trump needs NATO involved in order to potentially continue operations past 90 days. Without that possibility, Iran knows it only has to hold out so long in order to keep the status quo. So, Trump, knowing that 97% of the traffic through the strait is not US ships, is using the proposed tolls as a potential consequence to NATO inaction. Basically, he's blackmailing NATO and additionally using it as a pressure point to get China to force Iran to capitulate. It's 2D chess.
