That procurement rate to the contractor building it includes things like maintenance, parts, and very often because these are things used in hostile actions, some level of replacement because there's no insurance on military assets. So if most things get blown up, the new one is cheaper.
basically imagine if you bought a car but pre-paid upfront for new brakes, windshield replacement, tires, and insurance. If you totalled your car, you just pay the deductible and maybe extend the insurance.

I think Trump or somebody else said Germany had been surprisingly helpful. I know if it was up to their military they would be all in, I know several guys who have been stationed in Germany and they all say German military guys are based as it gets.
