The "conversion therapy" at issue is not the one where they used to shock gays with electricity. Colorado wanted to ban therapists from trying to convince their patients that they are the wrong gender. As an olive branch they carved out an exception for individuals who are currently transitioning. That is to say, you can help troons troon, but you can't troon a non troon. SCOTUS said that you cannot do that, because a therapist has a right to troon a non troon.
