I think another major factor besides white flight and the continued stream of immigration legal and illegal that contributes to this perception is that the de facto self segregation that went on is pretty much done now. In 70s-80s LA there were already a ton of Mexicans, you'd just find them all in East LA instead of now where they're just everywhere.
