As far as I remember the president of Iran (Masoud Pezeshkian) is a pro-western reformist who had relatively political power. There definitely seems to be a split in the Iranian IRGC and civilian government, they are both saying completely seperate things from each other because they're at odds with one another

Kinda. When they're new they have a 99.X% of performing as advertised. As time goes on the chance of something going wrong increases, like that iron dome interceptor that scored a skin-to-skin contact with the iranian ballistic missile in Dimona but didn't trigger. At some point the risk of failure (and/or loss of potency) becomes too high to trust the weapons to do what needs done so they're disposed of, either in training exercises or just blown up at a bomb range. If an ink cartridge starts doing a shitty job you can just pop a fresh one in and reprint whatever you were trying to print, if a weapon fails then you've potentially just pissed off your target and exposed your position
