It's going to take working down the coast and removing Iran's silkwork installations + naval escort ships to get the straight moving in the short term, there's not really much around it.

If insurance was the hold up you'd have started to see ships moving by now since Trump is offering up insurance via the US. But the number of takers on the gamble are few and far between. Trumps insurance offer will be important for getting things moving again once escorts are taking place since the insurance companies will likely lag behind, but the insurance offers alone are not enough to patchwork this problem.
