The three F-15s that were shot down were F-15E Strike Eagles, aircraft that while capable of air to air combat go out of their way to avoid air combat due to being a ground strike oriented aircraft.
The Iranian Air Force was rendered impotent on Day one, and no sorties have been reported outside of Iranian airspace. even then all of their aircraft that had the range to actually strike Kuwait from surviving airbases are destroyed.
The Kuwaitis themselves admitted it was a friendly fire incident due to air crews having little to no sleep and being rather trigger happy.
So yes. as unfortunate as it is. those three strike eagles were shot down in a friendly fire incident.
