Not quite, it was more to do with the priorities of FDR and his influence over the legislature. HUAC did go after left wing opponents of FDR as well, targeting supporters of Huey Long and Father Coughlin (who was left wing when it came to domestic economic policy).It's probably because HUAC only later changed it's mission to target commies after World War II. It was originally formed to go after the German-American Bund.
Until Yalta FDR always believed he could "handle" communists. I put handle in quotation marks because during the war he repeatedly used this phrase with Churchill, Harry Hopkins and Henry Morgenthau about Stalin. When you look FDR's domestic correspondences he often used this phrase when talking about opponents he felt like he could either dominate or neutralize so it seems FDR thought that about the USSR. It wasn't until Yalta he realized Stalin had totally fooled him and was laughing all the way to the Elbe.
