They get their kids from foster care, open up bullshit foundations, etc. If you look at the Franklin sex scandal these type of schemes were being done at that level, and that was connected to some very high up level people systematically abusing children.
Even beside that the nichel and dime shit does add up to be quite serious over time. It's one thing when you compare it to national level schemes like this but when you examine these smaller-scale schemes on the local level they are on they do abhorrent amounts of damage to local governments, economies and quality of life.
