That's a practical joke that got out of hand. It's hard to explain why it's funny, but the idea of the Deputy Base Commander and Disaster Preparedness running around the forest in the middle of the night with geiger counters chasing UFO's is hilarious.

Imagine the Wing Commander and his frat boy buddies getting drunk at the officer's club and telling stories about the creepy lighthouse light out on the base perimeter. They decide to have some fun, so they call up the hapless Deputy Base Commander. "Lt Col, take some people from Disaster Preparedness and go check out some strange activity outside the perimeter."

The Deputy Base Commander usually is an administrative officer who doesn't have any important duties, is never in charge of off-base responses, and doesn't get invited to the officer's club to hangout with the Wing Commander. So when he gets a call from the Wing Commander (or one of his cronies), this looks like his big chance to schmooze with the in-group and maybe even get out of his dead-end position.

So now you've got the serious minded, try-hard Lt Col and a couple of the famously useless losers from Disaster Preparedness running around the forest in the middle of the night.
